James Bailey Evanston WyomingBased in Evanston, Wyoming, Dr. James Bailey serves as the co-superintendent of Uinta County School District #1, where he is responsible for the operation of eight schools with a student body of 2,900 and 565 employees. He also manages an annual budget of $59 million dollars, including a $40.2-million-dollar general fund. Among other achievements, he reduced the operating budget by $1.07 million in 2009 and 2010. During his administration as co-superintendent in Evanston, Wyoming, Dr. James Bailey implemented a multi-tiered system of supports for the elementary schools and redesigned the district assessment system for the Common Core States Standards. He was also admitted as the first Wyoming member of the League of Innovative Schools.

Dr. Bailey earlier served as the assistant superintendent for instructional services in the same district. During that time, he raised the percentage of students meeting mean math scores by over 12 percent and raised reading scores by more than 14 percent. He earned his PhD in educational leadership and innovation at the University of Colorado and received a superintendent certificate from Edinboro University of Pennsylvania in 2009.
